Regular Board Meeting – June 22, 2026– 5:30 p.m. – High School Conference Room – Delhi, Iowa

The regular meeting of the Maquoketa Valley Board of Education was called to order by President Donna Kunde at 5:30 p.m. on June 22, 2026, in the High School Conference Room in Delhi, Iowa.  All motions carried unanimously unless otherwise noted. 

Board Members Present – Feldmann, Kunde, Overman, Smeins, Zietlow

Board Members Absent – None

Staff Present – Supt. Troy Osterhaus and Erika Vanderloop

Visitors Present – Mike Putz

Motion was made by Zietlow, seconded by Feldmann to approve the meeting agenda as presented.  All ayes.  Carried.

In a motion by Overman, seconded by Smeins the consent items were approved.  All ayes.  Carried.

One open enrollment request in and one open enrollment request out was approved in a motion by Feldmann, seconded by Overman.  All ayes.  Carried.

The following personnel recommendations were approved in a motion by Overman, seconded by Smeins:

               Shane Kirchoff – resignation as High School Boys Track Coach

               Shane Kirchoff – employed as Middle School Boys Track Coach

               Madison Imler – employed as Middle School Volleyball Coach

               Danielle Schuman – employed as DECA Advisor

               Evan Dreessen Tull – employed as Elementary Band Advisor

               Nathan Beitz – resignation as Assistant High School Football Coach

               Alexandra Morozov – resignation as Special Education Teacher

               Josh Vanderloop – employed as Summer Custodial

All ayes.  Carried.

Food service prices for the 2026-2027 school year were reviewed.  All food service fees were increased by $0.10.  The following food service prices were set for the 2026-2027 year:

               Student Lunch (K-5)                                       $2.85

               Student Lunch (6-12)                                    $3.10

               7-12 Second Entrée                                       $2.10    

               Extra Carton of Milk                                      $0.75

               Adult Lunch                                                     $5.14 (state sets price)

               Student Breakfast                                          $2.15

               Adult Breakfast                                              $3.10

               Extra Breakfast                                               $2.15

               Extra Juice                                                        $0.80

               Cheese Sticks                                                  $0.50

The 2026-2027 fees and prices were approved in a motion by Feldmann, seconded by Overman.  All ayes.  Carried.

Motion was made by Feldmann, seconded by Overman approving Prairie Farms to supply our dairy needs for 2026-2027.  All ayes.  Carried.

In a motion by Zietlow, seconded by Feldmann the Board approved Bimbo Bakeries to supply the District bread needs for 2026-2027.  All ayes.  Carried.

The 2026-2027 long-term teacher substitute rate was approved at $185.00 per day in a motion by Overman, seconded by Zietlow.  All ayes.  Carried.

The Board approved the 2026-2027 Service Agreement with Keystone AEA for media services, technology, and educational services in a motion by Zietlow, seconded by Smeins.  All ayes.  Carried.

In a motion by Overman, seconded by Zietlow the Board approved the FY25 audit report.  All ayes.  Carried.

The Board approved the 2026-2027 Therapist Support Agreement and Business Associate Agreement with Tanger Place in a motion by Overman, seconded by Feldmann.  All ayes.  Carried.

The Board approved the Amendment to Legal Services Agreement with Fagen Friedman & Fulfrost LLP in a motion by Zietlow, seconded by Feldmann.  All ayes.  Carried.

In a motion by Feldmann, seconded by Overman the Board approved out of state FFA travel request from Ms. Lau for the World Dairy Expo in Madison, WI on September 29, 2026, and the National FFA Convention & Expo in Indianapolis, IN on October 20-24, 2026.  All ayes.  Carried.

The Board reviewed Board Policy 502.08R1 Search and Seizure Regulation.  Additional language was added to allow a hand-held metal detectors to be used.  In a motion by Overman, seconded by Zietlow Board Policy 502.08R1 Search and Seizure Regulation was approved on the first official reading.  All ayes.  Carried.

Language changes to Board Policy Series 600 were reviewed.  In a motion by Zietlow, seconded by Overman Board Policy Series 600 were reviewed and approved on the first official reading.  All ayes.  Carried.

Changes to the following board policies were reviewed in response to new Iowa laws:

               102 – Equal Educational Opportunity

               102.R1 – Equal Education Opportunity – Grievance Procedure

               102.E1 – Annual Notice of Nondiscrimination

               102.E2 – Continuous Notice of Nondiscrimination

               102.E3 – Notice of Section 504 Student and Parental Rights

               102.E4 – Discrimination Complaint Form

               102.E5 – Witness Disclosure Form

               102.E6 – Disposition of Complaint Form

               710.01-R1 – School Nutrition Program Civil Rights Complaints Procedures

               710.01-E1 – School Nutrition Program Notice of Nondiscrimination

               710.01E2 – School Nutrition Program Civil Rights Complaint Form

Motion by Overman, seconded by Smeins to waive the second reading and adopt these policies on the first official reading.  All ayes.  Carried.

Lance Smeins and Mike Feldmann will serve on the June audit committee.

Supt. Osterhaus presented the board with his 2025-2026 goals and artifacts as part of the Superintendent 2025-2026 performance review. 

Some discussion took place regarding 8th grade participation in high school sports.

A work session is scheduled for August 3, 2026, at 4:00 p.m. to discuss possible facility improvements.

In a motion by Overman, seconded by Feldmann the meeting was adjourned at 6:20 p.m.  All ayes.  Carried.
