2026-07-22 - Board MinutesRegular Board Meeting – July 22, 2026– 4:00 p.m. – High School Conference Room – Delhi, Iowa
The regular meeting of the Maquoketa Valley Board of Education was called to order by President Donna Kunde at 4:00 p.m. on July 22, 2026, in the High School Conference Room in Delhi, Iowa. All motions carried unanimously unless otherwise noted.
Board Members Present – Feldmann, Kunde, Overman, Smeins, Zietlow
Board Members Absent – None
Staff Present – Supt. Troy Osterhaus and Melissa Conner
Visitors Present – Mike Putz
Motion was made by Zietlow, seconded by Overman to amend the meeting agenda by adding action items ITS Statement of Work and Discussion item Legislative Resolution. All ayes. Carried.
In a motion by Smeins, seconded by Feldmann the consent items were approved. All ayes. Carried.
One open enrollment request in was approved in a motion by Overman, seconded by Smeins. All ayes. Carried.
The following personnel recommendations were approved in a motion by Zietlow, seconded by Feldmann:
Andy Schuster- employed as Assistant HS Football Coach
Aaron Saeugling- employed as Assistant HS Football Coach
Lisa Smith- employed as Special Education Teacher
Brad Tucker- resignation as Assistant HS Football Coach
Brad Tucker- employed as Middle School Football Coach
Sara Kimball- employed as Mentor Teacher
Janell Parsons- resignation as Food Service
All ayes. Carried.
Motion was made by Feldmann, seconded by Overman approved the following handbooks: Coaches/Sponsors, MV School Staff, High School Student, Middle School Student, and Elementary Student. All ayes. Carried.
Motion was made by Overman, seconded by Feldmann approved the 2026-2027 Contract for Teaching Services from Kirkwood Community College. All ayes. Carried
In a motion by Feldmann, seconded by Smeins the Board approved the 2026-2027 Kirkwood Concurrent Enrollment Partnership Contract. This allows students to take classes from Kirkwood through the Jones Regional Center in Monticello and earn college credits while still in high school. All ayes. Carried.
Motion was made by Zietlow, seconded by Overman to waive the second reading and adopt Board Policy 504.6-Student Activity Program on the first official reading. Roll Call Vote: Ayes: Smeins, Kunde, Zietlow, & Feldmann. Nays: Overman. Motion Carried 4-1.
Motion was made by Overman, seconded by Feldmann to waive the second reading and adopt Board Policy 701.05 Fiscal Management on the first official reading. All ayes. Carried.

Motion was made by Feldmann, seconded by Overman to waive the second reading and adopt these policies on the first official reading. All ayes. Carried.
Motion was made by Zietlow, seconded by Smeins to waive the second reading and adopt the Board Policy Series 700 on the first official reading. All ayes. Carried.
The 2026-2027 St. Joseph’s Daycare Food Service Agreement was approved in a motion by Overman, seconded by Feldmann. All ayes. Carried.
In a motion by Smeins, seconded by Zietlow Erika Vanderloop was appointed as the School Business Official for the 2026-2027 school year. All ayes. Carried.
The Board approved the Superintendent authority to seek the advice of appropriate legal counsel as needed among the firms listed:
Ahlers, Cooney, of Des Moines
Hanson Law Office, Manchester
Iowa Association of School Boards
School Administrators of Iowa
Motion by Feldmann, seconded by Overman to approve this list. All ayes. Carried.
The Board approved the following district depositories with limits not to exceed $10,000,000 in a motion by Overman, seconded by Feldmann:
Citizens State Bank
Community Savings Bank
F&M Bank
Heritage Bank
All ayes. Carried.
In a motion by Zietlow, seconded by Smeins the 2026-2027 Managed Service Contract from Infrastructure Technology Solutions was approved. All ayes. Carried.
Some discussion took place regarding the Earlville Little League Field.
The Board went through the process of choosing their top five IASB Legislative Priorities and will submit these to IASB for the 2027 legislative session.
In a motion by Overman, seconded by Feldmann the meeting was adjourned at 5:18 p.m. All ayes. Carried.
