2026-03-23 - Board Meeting

Regular Board Meeting – March 23, 2026 – 5:30 p.m. – High School Library, Delhi, Iowa

The regular meeting of the Maquoketa Valley Board of Education was called to order by President Donna Kunde at 5:41 p.m. in the High School Library in Delhi, Iowa.  All motions carried unanimously unless otherwise noted.

Board Members Present –Feldmann, Kunde, Overman, Smeins, Zietlow

Board Members Absent – None

Staff Present – Supt. Troy Osterhaus, Erika Vanderloop, Brian Mangold, Brenda Becker and Craig Wilson

Visitors Present – Mike Putz

Motion was made by Feldmann, seconded by Overman to approve the meeting agenda as presented.  All ayes.  Carried.

In a motion by Overman, seconded by Zietlow the consent items were approved.  All ayes.  Carried.

Preschool round-up is scheduled for April 22nd.  ISAP testing for grades 3-5 will be held the week of April 13th.  ISAP testing for grades 6-11 will be held on Wednesday’s in the month of April with the first testing day being April 8th

Three open enrollment requests in and one open enrollment request out were approved in a motion by Feldmann, seconded by Overman.  All ayes.  Carried.

The following personnel recommendations were approved in a motion by Overman, seconded by Zietlow:

               Mandy Pasker – employed as Yearbook Sponsor

               Jody Montz – resignation as High School Library Paraprofessional

               Danielle Schuman – employed as High School Business Teacher

All ayes.  Carried.

The Board approved the 2026-2027 AEA Cooperative Purchasing Agreement in a motion by Feldmann, seconded by Overman.  All ayes.  Carried.

At 6:13 p.m., President Donna Kunde declared this the time and place to hold a public hearing on the proposed 2026-2027 school calendar in a motion by Zietlow, seconded by Smeins.  The documents were reviewed and there being no comments, the Board President declared the hearing closed at 6:15 p.m. in a motion by Feldmann, seconded by Overman.  Motion by Zietlow, seconded by Feldmann to approve the 2026-2027 school calendar as presented.  All ayes.  Carried.

In a motion by Feldmann, seconded by Overman the contract between Dyersville Events, Inc. and Maquoketa Valley CSD for the high school baseball game which will be held on June 26, 2026 was approved.  All ayes. Carried.

In a motion by Overman, seconded by Smeins the 2026-2027 Morningside Agreement for Teacher Education Clinical Experience was approved.  All ayes, Carried.

The Board approved the 2026-2027 Iowa Local Government Risk Pool Commission Natural Gas Program Participation Agreement in a motion by Feldmann, seconded by Overman.  This allows the district to contract natural gas prices for the school year and pay this out of the Management Fund.  All ayes.  Carried.

The following transfer of Activity Fund Account Revenue was approved in a motion by Zietlow, seconded by Feldmann:

               $1500 from Wildcat Golf Classic to Girls Basketball

               $1500 from Wildcat Golf Classic to Boys Basketball

               $1500 from Wildcat Golf Classic to Golf

               $285.75 from Baseball to Middle School Baseball

All ayes.  Carried.

In a motion by Overman, seconded by Smeins the contract letters from Infrastructure Technology Solutions for access points and licenses as well as a firewall at the Delhi campus were approved.  These contracts letters were awarded to Infrastructure Technology as part of our E-Rate process.  All ayes.  Carried.

The following board policies were reviewed:

               202.02 – Oath of Office

               406.06 – Licensed Employee Tax Shelter Program

               501.15 – Open Enrollment Transfer – Procedures as a Receiving District

Motion by Overman, seconded by Feldmann to waive the second reading and adopt these policies on the first official reading.  All ayes.  Carried.

Supt. Osterhaus gave a brief legislative update.

Supt. Osterhaus discussed 5-Star nominations.  Further discussion will take place at the April meeting.

Pam Overman and Mike Feldmann will serve on the March audit committee.

The April board meeting will be held on April 22nd and begin at 5:00 p.m. due to the elementary concert being held that evening.

The meeting was adjourned at 6:38 p.m. in a motion by Feldmann, seconded by Zietlow.  All ayes.  Carried.
